Does a physician have to post sign in lobby regarding 25.00 charge for copy of medical visit record?

I needed a duplicate of my son's medical record (1 page) for an insurance demand form, and the Dr. office staff says I have to pay 25.00 for it. Is this authorized or highway robbery?
Shouldn't it be a law that this charge should posted in reception
that's douse. I could see if it was for all his records but just for one page, that's way too much.
edit is he in school? if so, you might get a ape of his records from the school nurse since they are required to have one on file.

i posted them on two of my cities out-and-out streets last night and this morning, they were torn down. the other signs were still up though. is it felonious to post signs on main streets because they cause distraction?
This is something that's subject-matter to local statute. Every town/city may have different laws for these things. Can't as a matter of fact make a generalized statement
